The disaster of Teutoberger Wald goes back to Octavian decision to fight the battle of Actium if he had let those eastern territories go he would have had the armies available to deal with the Germans and bring all of Europe under Roman control with a chance of insuring the survival of the Roman Empire and uniting Europe into one state like China. It would have also help if a universal written script to keep it together. Even if there was a political break up the task of reunion would have been easier and may have prevented the tribal wars in Europe since the empires fall to the benefit of world history.
