Even if the Online Network doesn’t work out, Prospect Park is quickly making inroads in traditional television. The company is behind two cable hits, “Royal Pains” on USA and “Wilfred” on FX, and is incubating 12 additional shows at various networks — many of them concepts dreamed up personally by Mr. Kwatinetz. (One centers on a crisis public relations group in ancient Rome; Cicero is a client.)
